Great idea! Start with making a simple plugin. Make as much use of existing wordpress functionality as possible.
A first good step would be making use of WordPress custom fields. Make some markup to enter attributes and relations directly into text. These attributes are then stored as custom values and can also be viewed, changed, made as such.
Display a rdf box below each post, using the attributes and relations defined within the post. Also all standard wordpress information (author date etc.) can be used in this rdf.
A second step could be making an interface for these custom value relations and attributes that resides in the edit-post page. This interface would be more informative and easier to understand than the (coded) custom value pairs.
A third step could be implementing a way of listing posts using attributes and relations (queries) and a way of searching using these semantics.
In the meanwhile some of the smaller things mentioned above could be implemented, some of them exist already and could be copied from other plugins (geolocation->wikimap, locallinks->wordpress wiki).
Take a good look at the Semantic MediaWiki extension and the forms extension that works together with it, they rock!
